Car Change of Ownership

Good Day

Please kindly assist me,

I bought a second hand car last year in December with it license disk expiring on 31 July 2017, I paid cash and I was given the papers for the car,

I did not do the change of ownership for the car because I was not given a copy of the ID Book by the dealer, now my disk is expired and I need a new disk for my car and to change the ownership to be in my name,

I have gone to the dealer and called them several times to get the copy of the ID Book for the previous owner as the need it at the traffic Department but they keep telling me stories like why did I take so long to change ownership but the ID was not given to me and now I am incurring penalties on my car since the disk is expired and I will have problem with the traffic police when I drive with the expired disc,

I do not know what to do now, I have paid them their money all I need is paperwork so I can change ownership

I have been to the dealership with the police 2 times but I still do not get the certificate, I have written to the car ombudsman but I am not getting response, right now I am the one on the wrong side of the law because I am driving a car on someone else’s name with an expired disc, I have to get the tickets for the expired disc and all the other tickets will be on the previous owners name

Please let me know if you can help me with this matter it is now close to a year since I have been trying to resolve this matter yet I bought the car for cash and I am spending money and time calling this people and going to their premises
