Poor after sales service

Sharaaz's job was very good but my 1st question, before giving him the job, was for a certificate. He was positive he can supply. We are begging him for more than a month now for the certificate. He promises it every time but still nothing. The last few daays he does not answer his phone anymore. I cannot complain about the job itself.
