NO REPAIRS TO MY FLAT AND NO WAYFORWARD

when i occupied the flat in september 2014 i complained of some items that were not in place. amongst that was the sewerage/drain pipes running behind my door in my flat. teh water is coming from above dripping in my flat on the doorstep. i tried not paying them the rent to draw attention after i have send email with suggestion that if they are unable to repair they should prepare my deposit so that i should move out and pay another place. no one rep**** to me till month end and i decided not to pay. then they sent a guy to close the flat, after i showed him the mails he went back and since then they have been saying that they will sort it out and move me to another flat of which they prepared for another person. the owner of the building was made aware of the problem. instead of fixing my problem they biled me for somethings that i dont know and when i ask everyone is refering me to the other one so up to now the matter is unresolved. the water that is running inside my flat to the bathroom and dining room comes from waste products i.e. toilets and bath above. it drips on you when you open the door.i live in fear cause i dont know when they will lock me out when i come from work.
