Mindlessly following outdated processes

I am trying to withdraw my RA after emigrating, I already have got tax clearance from SARS... who has changed their process, this following paragraph is directly from SARS:

With effect from 15 April 2016, SARS has introduced a new Tax Compliance Status (TCS) system which replaces the old Tax Clearance Certificate (TCC) system. The TCS system is available for the following applications: • Good standing • Tender • Foreign Investment Allowance • Emigration ---- However, Allan Gray will not accept the TCS PIN... this is their response:

Sadly, our system does not allow for us to generate a Tax Clearance Certificate (TCC) utilising the tax compliance status pin. Please provide us with a copy of the SARS issued Tax Clearance Certificate (TCC) in respect of the emigration (please note we cannot accept a good-standing certificate) --- I am now hooped, since SARS not longer issues the old TCC, and Allan Gray won't accept the new TCS. THIS DEFIES ALL LOGIC! HOW CAN A FINANCIAL INSTITUTION OF THIS STATURE NOT KEEP UP WITH THESE CHANGES FROM SARS.
