Pls help

I am extremely frustrated as I ordered sweater on AllBrandSneakers on the 6th of July until today I have not received my parcel. I have sent the store several messages enquiring about my order and I keep getting the same excuse that my parcel will be delivered. The service has been absolutely pathetic and would never buy anything from Allbrandsneakers again. Can I atleast get a refund if I will not get my parcel as promised. Thank you
