Failure to deliver the bought goods

I bought 2 pairs of sneakers for my son in July 2019 at the value of R2800 up to date they have failed to deliver giving lay excuses. They don't have physical address or contacts. You can only communicate with them via watsapp which makes it it even difficult to get then because 80% of the time they don't respond.
