Shifting the blame with no clear indications

I left my previous company on 29 Oct 2019. I submitted my Withdrawal on the 31st of Oct 2019. I called in a week later to ensure that they have received my documentation. Call center agent advised that they have not yet received my withdrawal application. I requested my previous employer to please submit on their side as well. 13 November 2019 they confirmed they have received the documents. On 13 Dec 2019 I called in as the confirmation sms said that claim will be settled in 4 weeks. The agent mentioned something about the last contribution was only allocated late November (but my previous employer paid 9 November 2019). The agent could not give me clarity as he said it is with the payments department but can take another 14 working days (3 weeks). And this is only for my Contribution. The companies Contribution will only be paid after my contribution is settled? With the festive season around the corner, how long is this going to take?I want clarity but everyone seems to be shifting the blame.
