Outstanding Tax Directive as per SARS

Alexander Forbes is still holding my Provident Fund. I am so ****ed off as i was doing my Tax return and SARS advised that they cannot do my assessment as there was a LUMp Sum declared and a Tax Directive is outstanding! why the hell did they do the declaration of the lump sum if they knew they were not gonna pay! Nos SARS is asking me if i recieved my money after the Tax directive was done and i said no! what the hell
