Outstanding Tax Directive as per SARS

I was completing my Tax return and SARS advised that they cannot do my assessment as there was a outstanding tax on my Income tax statement. My Lump sum pay out received was with the tax already deducted?<br> What now this was in Feb 2015 and now I cant complete my tax Returns as its stating I am still owing them tax on my lump sum.<br> Not even their contact us page work on their website.
