Mission Impossible : Tax Certificate

I have been on calls for over a week , ranging from 10 min to over an hour of just holding before it disconnects without even speaking to anyone. eventually someone will answer and i will request assistance with our tax certificates . then i will be told to hold on while they transfer me. none of the consultants answer the phones . nor do i get any assistance . how do we get help from you !!! this is beyond the worst i have seen.
