Do not pay damages to third parties

To my shock. Alexander and Forbes confirmed to me in email that they do not pay a third party damages to a third party and that we should contack the driver of the vehicle to get the money to fix it. I will think twice before i will insure my car with them. Since when does an insurance company dont pay a third party claim???? This is shocking
