Alexander Forbes is sabotaging my career as a black woman

I used to work for Alexander Forbes few years ago. I recently completed my CIMA studies which qualifies me to be a Chartered Management Accountant. Before the Institute can officially grant me my designation, they require my work experience to be verified by my previous employers. My previous line manager still works at AF, and I humbly asked her to sign the form for me almost a month ago. To date, the form has not been signed. I have sent numerous follow up emails and now she is ignoring my emails. I see this as a deliberate attempt to sabotage my career as a black woman. I explained to her, that without that verification from AF I wont receive my Chartered Accountant designation. My other previous employer has already signed the document without hesitation so why is AF holding onto the form for a whole month. At a critical time like this when corporates in SA are making huge strides towards the advancement of black women into senior positions, AF is doing the opposite. It's just a simple form where AF confirms that I used to work for AF. Is it because I'm black, hence my career is being destroyed. Does the destruction of a black woman's career prospects align with AF's brand? I would really appreciate it if my concerns would be addressed.
