Windshield Wiper Shudder

Chevrolet Utility purchased in July 2013 from Alberante GM. Since day 1 whenever it rains and I use my wipers the passenger side wiper shudders. I have been backwards and forwards to the dealer on 4 occasions with this issue and every time they replaced the blade or arm and blade with product removed from a new vehicle. Is this a common problem with this range of vehicles? Wiper blades being a safety critical part on a vehicle should work perfectly at all times. If this is a manufacturing issue then surely there should be a recall on these vehicles. I have often in the rain seen similar vehicles doing exactly the same but the delivery driver just accepts it. If nothing could be done about this general problem surely with the safety factor taken into account these vehicles should be withdrawn from the market.
