Dishonest and bad service

I paid for three rooms after seeing their advert on the internet and visited their offices only to find that the pictures they used for advertising are totally different to what i saw. The problem is that they are failing to honor their refund policy which states that they will not charge for refund if cancellation is made 30 days prior to arrival and i still have more than 90 days. I was suppose to visit their hotel on 25-27 November 2019.

Now they only refunded portion of my money with a 10% deduction and i sent them an email to inquire, they told me they will only refund the balance at the end of the month with another 10% deduction however on the cancellation documents they sent to me states that they wont be charging any fee.
