cancellation of unauthorised contract

I am being billed every month via my Telkom billing. I don't know who these people are and I have NOT give them permission to bill me. I've been struggling for months to cancel. Telkom told me to dial *179*7867# and op to cancel but I cannot seem to do that. I'm told repeatedly the service is not available. Please help.
