Worse Pool Guy ever

We have been dealing with a Gentleman called Jacques - and we received a quotation from him to fix a pool at one of our properties his quote number being EST03198 on the 25/11/2020 for R36000-00, of which he requested a deposit of 50% which was R18000.00, this was paid on the 01/12/2020 he then requested that we pay another 25% for the materials that he was going to be using being R9000.00, which was paid on the 13/12/2020. Up to date the person Jacques has all the money and the pool remains a eyesore, he has removed the paving and the sand around the pool, he fixed the crack and has done one coat of painting, the work that must still be done as per the quote is as follows: the relining of the entire pool inside- the tissue mosaic boarder and the clear coat over that, the replacing of the fibre glass weir and return line, add the water and the compact sand, compact around the swimming pool,refit the existing coping and paving - as well as the grouting, add the start up chemicals. This man has evaded all calls from us and will not finish a job that he has already received money for.
