Non-existent Air Namibia refund

My son and I had 4 bookings with Air Namibia that were cancelled owing to lockdown. I was promised a voucher but this did not materialise. Over months I have not been able to elicit a response from the customer care, call centre or online bookings. They simply do not respond.
