Waiting for Damaged Bag Compensation since 2016

They delivered by main luggage bag 2 days late in December 2016- bag completely damaged - After making a report showing them the damaged chassis and frame - I am yet to be compensated despite writing so many emails - Is there an authority one can report these Airline companies to
