Blame Delta, Delta blaming Airfrance 11 ours delayed flight

I phoned them was on hold most of day to be informed the delayed flight was Delta so I mailed Delta again to be informed it is Air France for months now going back and forth with no progress on both ends. I send pictures of the last ticket that was received by Air France and sticker of the luggage to assist the best I possibly can. To be accurate who's to be blamed for a 11 our flight delay. I now send them an email with both contacted parties to please give me some feedback on steps to be taken I will be waiting.
