Takes deposit and does not complete work

I have paid him R29500 as deposit (50%) an all I got so far is a big empty hole in my back yard. Expensive hole. After 2 weeks, nothing else has been done. Every time I contact him he was in either in court (wonder why?) or waiting for permits so they could transport the pool shell. I have tried to phone him, but no reply. I will be laying a charge at the SAPS now. Please do not consider to do any business with this person or company.
