Premier Court Apartment and Agoda

A booking was made for Premier Court apartment/hotel through Agoda, at arrival it was just a rented flat and there is no reception where we could ask questions and there was no contact number provided for us to make calls. We stood outside for almost 2 hours trying to contact Agoda, they tried to solve the issue but now they are saying there will be charges associated with the cancelation. And I had to book again all I want is my money
