Won't pay our deposit back

You're so right. I and my husband moved out on the 28th and we were to go back the next morning to do the last sweep and do a hand over, to our surprise the management had already let cleaners in and used our electricity and water. Mind you the inspection wasn't even done yet, what if their cleaners had broke something and obviously used excess water, who was to be charged for that, another lease breach on their side. My husband waited for the property manager for inspection but he never bothered to come, didn't even apologize for not coming so my husband ended up dropping the keys with the security at the reception. To cut matters short, we still haven't received our deposit to this date 15th September 2020 which was promised to paid in by the 14th of this month which they conveniently quoted on the lease agreement. We want our deposit. Why are you people holding on to our money????
