Unfavorable living conditions

I stay at 58 kelvin road and my room has a defective window. Water seeping through the window frame when it’s raining. There’s also no ventilation system in the unit, resulting in a build up of water particles, which in turn results in a puddle of water underneath my bed everyday. All the management says is “sorry for the inconvenience “ then threatens to charge a penalty for late rent. I’ve been in unfavorable living conditions for close to a month now and nothing has been done.
