Soweto ANC Membership Cards

Everytime one subscribes for anc membership from the local branches in soweto we are told that membership cards take long now if they take long for people that are in soweto and gauteng as a whole what about you in the rural areas they will never come until campaigns for elections come then people are fooled into voting for the party yet a big part of administration is neglected and my question is who are the anc member ship cards made for??? Argh!!!
