SETTLEMENT OF LOAN

I got an sms from CWX OR African bank saying I qualify for 50%discount on settling my loan accounts and I was given the settlement amount to pay before end AUGUST,*** and when I was about to make payment the next day I got a call saying I must not settle the account, i don't qualify for the discount. A week later I got a call saying why didn't I pay the settlement amount and I said I got a call saying not to pay. 3 days later I got a call saying now I only qualify for 20% discount. Who is fooling who here? Why was I contacted that I qualify and next I don't qualify? What are my legal customers rights here? Please HELP.
