Settlement discount refused

I recently requested a settlement discount to fix my old debt but the collections dept blatantly refuse, saying its system generated. This is a opportunity after covid retrenchment to fix my historical debts. I am 100% sure it better than forcing the debt review option for myself. Please dont tell me the discount offer cannot be initiated by supervisor or higher rank. I did get a 40% settlement discount offer around March 2025 but was not ready..
