Settled and not closed loan

I settled my account on the 18th February, I requested settlement on the app. I’m being told my account is not closed due to the unpaid of January, of which is supposed to be included in the February settlement, they are telling me they had system issues which is affecting me now, issue is under complaint dep, but I’m surprised my account is debited today.
