Request for a payment arrangement letter

African bank lawyers phoned me to make an arrangement to pay my debt with them.i notified them that im currently unemployed and still looking but will pay what I can manage in the meantime. The same afternoon I received a call with a job offer and requires an official email or letter from African bank proving that an arrangement has been made regarding my debt. African bank doesn't want to send it to me. How am I going to pay them without a job? They should never phone me regarding this account as how will I get the money if they do not oblige to what I need so I can hassle their money.I have until 13:00pm today to submit this letter and if I dont African bank can also kiss their money goodbye as I am going to be doing the same to my potential job.
