R21 penalty fee for what? close the account!!!

last week I called to have this credit card closed as I did not need it. I have settled the amount and I called today to have this account closed I am told I need to pay a settlement amount...I have never used this credit card and I asked the consultant to close the card it was never actioned...CC ***
