Prescribed letter

I sent an email for the prescribed letters from them and they rep**** and said I must go to the branch with my ID nothing has been changed I'm using same details. The said they can't help me now I'm struggling to get the letter.. According to the law I have the right to get it as it is allowed and approved by the law and they have the forensic department where they suppoose to do the verification
