Poor services

I was applying for a loan online and they told me to go to the nearest branch with 3months bank statement and id, so since I was in need of cash I went to the branch and they said is declined, so to my surprise I received an email and sms that Im pre approved to apply so I did and they decline it. So my question is how come they send me messages while they know I don't qualify
