Not Issuing paid up letter after account paid a month ago

<p>I paid african bank via a third party Saya Recoveries. I was adivsed that african will recieve money by the 27th of July 2017. african bank has refused to give me the paid up and update my ITC due to their own dispute with Saya. have a sent multiple email to african bank with the proof of payment and paid letter from Saya Recoveries, every time a phone I get a new refference number and the agent keep asking the same thing with no feedback on previous incident, I PAID YOUR MONEY GIVE MY LETTER</p>
