Not allowing me to settle

I have 3 loan accounts with African bank which i took out of stupidity. I want to now settle. I have asked for discounts from them. One consultant would call me and offer me 30 % and the other would call and offer me 50% off...etc etc..and another would call and say i don't qualify for any discount. What happened to credit amnesty and assisting people get out of DEBT. I don't know what to do now as i want to pay and close off my account and they are not allowing me to, with a reasonable amount that i can afford.<br> <br> You offer people loans that they cannot afford and yet you don't want to help them to settle the debt. Im disgusted and angry with African bank and their consultants that call me everyday with false info. That is very misleading and playing with peoples emotions :( :(
