Loan application disaster

I app**** for a small loan which was approved and I uploaded all supporting documents too. I received an sms the next day requesting my documents again, still I sent them through. The loan was later rejected with reasons " we couldn't view your proof of income" Isn't an agent suppose to call me before they reject my loan over such a lame reason?
