Itc listed

I was in arrears with my account and was listed. Now when i want to pay my account i get told that i cannot pay the account anymore because the debt was written completely off. I dont see any problem to paying the account, my problem is, if the account is paid up or the debt is written off, why can you not have my name removed because Im now still listed on the ITC. Who deals with this. Can someone explain to me please?
