Expired Credit Card

I have a credit card with African Bank which is expired and paid up in full. I went to the branch to enquire about getting a new credit card but I was told the old one I had is stopped. I was also told to bring several documentation if I want a new one issued. My question is why should I bring documentation because I am not making a new application I just want a new card? Again why is that monthly installments are still being taken for a closed card, because I'm told it's closed?
