Decline for credit card even after huge loan paid up

I had a personal loan with African bank and was declined a credit card. I then paid up the loan which was a huge amount and then decided to apply again for a credit card only to be rudely told that I have to wait 3 months. African Bank will lose a good customer due to a lack of trying to help their customers. Very dissapointed
