Consumer advocate office not assisting at all

I withdrew from a debt review process in December 2014.My debt counselor sent through a 17.4 form to all my creditors including African Bank. I then decided to email it personally and someone confirmed that they received the 17.4 form

In December 2015 I went to one of their branches to check the status of my account only to find that according to African Bank I am still under debt review. I then contacted them to find out why I was still under a debt review on their system, I was told that they only received the 17.4 without a settlement letter or letter from court confirming that I am no longer under a debt review. When I asked why they didn't mention this when the 17.4 was sent to them no one could assist. When I checked with my debt counselor we realized that the law they referred to only came to effect in March 2015 while my 17.4 was sent in December 2014

I then decided to escalate my complaint to Consumer advocate Office & They said I will get a feedback within 21 days. It's over 40 days now and I still haven't heard anything from the consumer advocate office

I would like to know whether they will resolve this or I should consult Ombudsman for Banking Services
