cannot get credit

I have an existing loan with African Bank, I am paying regularly and I also have a positive history of loans with this bank, but now when I try to apply for a credit card I was told that I do qualify but affordability has made my application decline because my expenses are different with what is on the system, so my question is when your expenses changes are you not supposed to apply because you will not be approved?
