Branches can't issue cards

Good day,

About two weeks ago I went to the Eerste Rivier branch to block a credit card and ask for a replacement. I was told by the gentleman that he is alone and can't do it. I went to the branch in Zevenwacht mall and my card was blocked. However the system could not take the full name on my proof of residence and I was asked to go to the Kuils Rivier branch. Today I went back to the Zevenwacht Mall branch but the manager is not in so no cards can be issued. I was asked to go to the Kuils Rivier branch and the manager is not in as well. So I ask of you which branch can help me because this is a total waste of time and fuel. Only one person in a branch can authorise a credit card??

At this rate I'll be paying in the balance and will close my account at African bank
