Approved... Not approved

I app**** for a personal loan on the website where someone from the call center phoned me and did the application again, is was approved for several offers where they told me to take the necessary documents to the branch, i did that and the branch told me that they needed to reapply as my offers was branch offers, we did that and i got a contract which i had to sign. I phoned them to ask the progress on my loan and they told me that they need to confirm employment where i asked them what is the next step after that and they confirmed that after confirmation of employment the application will be transferred to payments. I also received and sms congratulating me on my loan offer. This morning i got a call stating my application was not approved, i feel very disappointed as i went through all this trouble to get this loan as i am desperate and need the money urgently. I phoned the call center where a lady told me i wasn't suppose to sign the contract if i am not approved. This is not fair to me.
