Non-delivery of goods that have been paid for

We purchased some goods from this company, Afri-Conrete. We were continually being promised that the \goods are on their way\". We only received part of the goods we ordered and they failed to deliver the balance. We have been promised to be refunded but they have still not refunded us. This has been going on since November 2015."
