Fingerprints not received

I have taken fingerprints for PDP twice already in January and February but the keep saying they have not received them. Mind you, I have to call them, ne on the que until my airtime is finished before I can that answer. They don't want me to come do fingerprints in their offices rather since they don't even know why they are not receiving them from Traffic Department. What is my solution then?
