Very angry and disappointed

Very angry and disappointed. When I took out insurance they said I must take buyback opsion so that my excess will always be R1000 and nothing more. Got a accident now and they say the policy have changed. The excess is R10000. The quote for my vehicle is R24000. They went and changed it to R9000. Now they won't pay out nothing because excess is more than quote. I can't believe this. This is unacceptable, I pay every month almost R200 for the buyback, but now it makes my excess more instead of less. And they change quotes just like they wish to suit them.
