Good response but no explanations?

I emailed them a notice to cancel my contract on the 7th of April.

A day later a call service agent called to to explain their new and improved benefits. I emailed Latefa asking them to cancel my 30 day notice as I would like to stay on seeing that the benefits have been increased at no extra cost

I was told I had to redo the forms and pay the joining fee again,

I asked whether I will have to go through the awaiting periods again, their answer YES?

Can someone please tell me why I need to go through waiting periods again if I am still in my notice period and I'm still covered until the end of April?
