How can I be in arrears with a declined policy

Good day I app**** for a policy with Affinity health ,as I was waiting for response I got a massage that says my application was declined but now I'm getting calls and SMS that I'm in arrears and don't know how they work with this,and I've been sending emails to show them the declined massage but still they debited my account without my approval . Pls help
