Landlord Frank and Amanda Chukwuemeka refuses to refund deposit

Property belonging to Frank and Amanda Chukwuemeka. Address: Theo George Court, 21 Payne Street, Witpoortjie, Roodepoort. In August 2023 I was looking for an apartment to rent. I then called around and eventually met up with an Agent that took me to view a flat. Then place was newly renovated inside, but the outside was not clean. The agent then told me that the place will be cleaned outside once a week and that water was included in the rent. I then asked the agent about parking and he took me to an open space next to the units and told me that this area is set aside for car parking and that they will open a gate connected to the units for easy access and safety. I then decided that I will take the place and concluded the lease with the agent. Paid the deposit to secure the flat and then the rent just before I moved in on the 1st September 2023. After moving in that day, the evening I wanted to park my car, I was told that there was no parking as yet and it will be done in the next few weeks. So I had to arrange parking with other people across the road, hoping that the parking will be sorted out, but up until today it still was never sorted out. Had to pay parking fee. As time went by I realized that the common areas where never maintained, dirt was all over the place and the bins was never taken out. I notified the landlords, Amada and Frank but they just made empty promises and never kept the place clean, up to a point that we had to do it ourselves. Then they sent me a water bill saying that the agent made a mistake and water was never included in the rent and insisted that we pay water. They have a main electricity box that provides electricity to all the other units but they always forget to keep it full so we as tenants end up sitting without electricity for hours before they can load again. They received a water bill of over 60 000 and our water was cut for days and they claimed that it was not theirs. When I called them about the water and parking issue they got so upset and gave me notice to move. I then started looking for another flat and eventually moved out. I arranged with Amanda to do a moving out inspection and so we did...the place was left in a very good condition, but now they refuse to pay back my deposit. Please be very careful for these people....they are not good to do business with because all their tenants at the shops below the units also moved out. Now the place is empty.
