Bad communication

I had asked for feedback as to why I have to pay excess fee of 15% instead of 10% as stated on my policy I am still waiting even now. I tried to call admin plus, I had to hold close to 20 minutes waiting for the next available agent till I gave up. I have sent email, still no help. The problem is im running out of time since I have only 7 days to pay excess fee.
