Poor service delivery

I hired a hall at Adelaide Municipality for the 6th of June and to my surprise when I got there, the was no electricity and that was never communicated to me at all. The municipality does not want to take responsibility. I paid the full amount even the deposit and now I am being told, I might not even get the money sooner as the Municipality only makes 2 payments in a month. That was not explained to me when I hired the hall. I could not use all the facilities in the hall as there was no electricity and whatsoever.
