Suspicious business dealings

I took two vehichels to Action Auto Hoedspruit late in May 2019. Both licenses had recently expired, and I said to the salesman at Action Auto as I left the vehicle with them that I would just go and renew the licenses, whereupon he stopped me and assured me that they would put the vehicles on dealerstock immediately. And that it would not matter that the licenses have expired. During the 8 months that the vehicles were there, I made several phone calls to them to hear if the vehicles have not sold yet, but was never informed that they have not put the vehicles on dealerstock. The only conclusion I can reach is that they had no inclination to sell the vehicles, as they were never put on dealerstock and they never informed me of this until I had a problem with renewing another vehicles license because of arrears license fees. The owner admitted that it was their mistake, and promised to pay all the fines that were in arrears, but the next day changed his story, and I had to take the vehicles away and sell them elsewhere. When I insisted upon seeing their second hand dealers license, they send me a license for Action Auto Palaborwa, registered under another person's name, and not the owner of Action Auto Hoedspruit.
